Blendshape Deformation Issue

All of the blendshapes I have added to my character work fine when he is positioned in the neutral pose, but when I turn his head to one side and I try to use the Eee_mouth blendshape for example, it becomes distorted. Is this a weighting issue? Thanks for any help.
