How to do this in 3ds max?

I am a newbie learning 3ds max, here is a picture made by maya ,but i want to know whether could build it in max and how to build the hair like this .

theres a plugin named shagfur for max that could do something like that...but not as high of quality.
im not sure where to get it from though.
