I was thinking what would be a nice approach for easy mouth modelling for a cartton like character..

I would probable go with SubDivision. But it is very much personal preference. It's simple to model and not to hard to animate.

I like to create the geometry in rings all the way out to the cheeks from the mouth. Where the nose is the rings are broken, but this allows you to get the natural muscle movements in the face. If you don't have the geometry going the right way, it'll be twice as hard to create good facial animation and morph targets.

Whatever you do dont use nurbs for animating the mouth(well, not in my experience anyway, totally screwed up the smootheness).;)
