RayFX can render toons? I thought ToonReyes was the only 3dsmax plugin that did that.

Hm, well...clicking Public Beta and scrolling down would have helped.
You'll also need blurlib which can be found at the blurbeta site (see the little link top left?)

Ink and Paint is a free celshader. It's quite neat and probably just fine for most uses.
If you have higher ambitions, try Illustrate from Digimation. It costs quite much but is really production-proven.

I've just finished a project that required exactly what you requested. (Sorry the other knucklehead said to switch to Lightwave; not very useful!)

The plug-in that's the best and easiest to use is called Illustrate 5.0. It's abuout $395, (or $100 if you are/know a student via www.journeyed.com) It's distributed through digimation at www.digimation.com where you can see all the features and screen shots.

Beside lots of cool option settings, it can also output in flash; you can do some real kick-ass 3D flash stuff that will make you look like a genius!

My little 3D project is at www.plcland.com. Good luck and Happy Holidays!

Dave

Use Illustrate! plugin for max.
free 30-day trial, and if you make anything good enough with it, you can get a free registered copy.

SoftImage is evil. Pure evil. I had SoftImage classes...the horror stories I can tell you...
It took three classes before we learned how to select a vertex('tag' in SI). And then, getting it on the first try was near-impossible.
Flegh.
