Does anybody know a good place to find reference for lighting candelas, watts, kelvin etc. values for common bulbs and daylight factors (dawn, afternoon, dusk)

Bill Fleming's book got exactly what you need; 3d photorealistism toolkit.
Lucky for you, the images to the book can be downloaded at www.wiley.com/compbooks/fleming What youre looking for is in chapter 14. Great source. Refracting indexing can be found in physique tables(did you ask for those ??? :). Good luck
