I think your artwork would look good with a green transluscent flourescent shader and the cat as the subject just the way it is. You'd also leave the light and light shade as white. A green glow for the room wouldn't look that good.

great composition. the cat definately fits the bill of traditional cats in cartoons from back in the days of hanna barbera. very cool
